TP. HCM đề xuất rút ngắn thời gian kỳ điều chỉnh giá xăng dầu, có thể từ 3 – 5 ngày so với hiện nay là 10 ngày. UBND TP Hồ Chí Minh đã có văn bản gửi Thủ tướng Chính phủ đề xuất, kiến nghị những giải pháp gỡ khó và đảm bảo cung ứng xăng dầu.

Theo văn bản, từ ngày 1/10 đến nay, trung bình mỗi ngày thành phố có 9 - 20% trên tổng số 549 cửa hàng bán lẻ nhiên liệu thiếu hụt tạm thời mặt hàng xăng.

Mặc dù các doanh nghiệp đã nỗ lực nhưng có tình trạng các thương nhân kinh doanh xăng dầu không chủ động nhập hàng để kinh doanh vì bị thua lỗ, nên có thời điểm thiếu nguồn hàng.

Trước tình hình trên, để đảm bảo bảo cung ứng xăng dầu cho thị trường, phục vụ nhân dân, UBND TP Hồ Chí Minh đã đề xuất các cơ quan quản lý cần có giải pháp điều hành giá tăng, giảm phù hợp với thị trường.

Đặc biệt, UBND thành phố cũng đề xuất rút ngắn thời gian kỳ điều chỉnh giá xăng, dầu từ 3-5 ngày (kể cả ngày nghỉ) thay vì 10 ngày như quy định hiện nay.

Bên cạnh đó, UBND TP Hồ Chí Minh kiến nghị Thủ tướng chỉ đạo Bộ Tài chính rà soát và tính toán lại các mức chi phí trong cơ cấu tính giá cơ sở xăng, dầu như chi phí kinh doanh định mức, lợi nhuận định mức, đảm bảo hài hòa lợi ích giữa doanh nghiệp kinh doanh xăng dầu và người tiêu dùng.

Đồng thời kiến nghị các Bộ, ngành xem xét, nâng tỷ trọng sản lượng xăng, dầu từ nguồn nhập khẩu để tính giá cơ sở.

Về giải pháp duy trì hoạt động chuỗi cửa hàng bán lẻ xăng dầu, UBND TP Hồ Chí Minh kiến nghị Thủ tướng chỉ đạo tính toán các phương án hỗ trợ doanh nghiệp có lợi nhuận hợp lý trong chuỗi cung ứng.

Đồng thời, đề nghị Bộ Công Thương chỉ đạo các thương nhân đầu mối chia sẻ nguồn lợi nhuận cho đại lý, cửa hàng bán lẻ một cách hợp lý, trong đó bảo đảm mức chiết khấu tối thiểu 500 đồng/lít.

Về giải pháp hỗ trợ doanh nghiệp, UBND Thành phố kiến nghị Thủ tướng xem xét gia hạn nộp thuế cho các doanh nghiệp xăng dầu trong một giai đoạn nhất định do hiện nay nhiều đơn vị có số nợ thuế lớn.
